Multi-Family Recycling Requirements
In 2011, the California Legislature adopted AB 341, AB 1826, and SB 1383, requiring cities across California to implement commercial solid waste recycling programs. These programs include education, outreach, and monitoring of businesses and multi-family properties.
Requirements for Multi-Family Residences
Multi-family properties with five or more units are required by law to provide recycling services for their residents. Property owners and managers must:

Supply an adequate number of containers in appropriate sizes and locations.

Ensure containers are properly labeled and/or color-coded.

Educate employees and tenants on the correct sorting of organic waste.

Provide recycling and organics information to new tenants within 14 days of move-in.
City of El Cajon staff and EDCO staff will be contacting multi-family residences to ensure compliance with state law. Property owners and managers should:

Contact EDCO directly to initiate or expand recycling and organics recycling services.

Work with landscapers to confirm that all green waste is being properly recycled.
EDCO Cart System for Multi-Family Residences
Each multi-family residence in El Cajon is provided with three carts by EDCO:
1. Gray Cart – Trash
For material that cannot be reused, donated, repurposed, recycled, or composted.

2. Blue Cart – Recycling
For paper, cardboard, plastics (#1–#7), glass, metals, and Styrofoam.

3. Green Cart – Organic Waste
For all food scraps, food-soiled paper, and yard waste.

In compliance with California’s Organics Recycling Law (SB 1383), residents are required to place these materials in the green cart.

Collection Schedule
Collection occurs throughout the week. Please note that some holidays may result in a one-day delay in service.

Exclusive Service Provider
The City of El Cajon has an exclusive franchise agreement with EDCO for solid waste disposal and recycling services. Following a competitive Request for Proposals process, the City transitioned all waste and recycling services to EDCO on January 1, 2021.
