The Support Bureau consists of units and divisions which “support” the overall operational functions of the emergency responders for the Police Department. Under the Support Bureau there are units such as the Investigations Division, the Forensic Laboratory, the Property Room, Records Division, Training Division, Internal Affairs, Animal Control, Mounted Police and the Volunteer Program.

Keith MacArthur

 Support Captain

Keith MacArthur grew up in El Cajon and graduated from Granite Hills High School. He has been with the El Cajon Police Department for 20 years. Keith began his career as a Patrol Officer before joining the Gang Street Team, and later the Special Investigations Unit as a Detective. He was promoted to Sergeant in 2013. As a Sergeant Keith was assigned to Patrol, GST, Animal Control, the Crisis Negotiations Team and the Special Enforcement Unit.

In 2018, Keith promoted to Lieutenant and served as the CNT Commander, Patrol Watch Commander, Investigations Division Commander, and the Professional Standards Division Commander. During his career he was awarded the Life Saving Medal, the Auto Theft Award, twice, and three Meritorious Unit Citations.

Keith possesses a bachelor’s degree in Criminal Justice, earned his master’s degree in public safety leadership from the University of San Diego, and is a graduate of the California POST Command College.
