Property Tax Invoicing
Beginning July 1st, 2020, the City of El Cajon began invoicing for sewer service on the property tax bill sent by the County of San Diego. Notification is sent to property owners annually and will serve as notice that the sewer bill charges will be invoiced on your property tax bill.
The amount due for sewer services charges, for a 12-month billing period from July 1st to June 30th, will be placed on and paid with your annual property tax bill from the County of San Diego in September. The amounts provided via mailed notifications are annual amounts that will be included on the property tax bill for your parcel. Total charges will be divided equally between the first and second installment of property taxes.
This is not a new bill, it is a new way of paying the same bill. Your property tax is not increasing, the City is using the property tax invoice to bill sewer charges.
A Public Hearing is held each July in the City Council Chamber at 200 Civic Center Drive, El Cajon, CA 92020, to adopt a report that lists sewer billing charges to be sent to the San Diego County Tax Assessor for inclusion in the annual property tax invoices.
The sewer charges are calculated as follows:
Fixed Winter Average accounts:
Fixed Winter Average (FWA) = the average of the water usage generally from November through March.
Annual Sewer Charge = ((FWA x Consumption Charge) + (2 x Monthly Base Charge)) x 6
Although most single-family residences are billed on an FWA, there are accounts that are billed like commercial and multi-family accounts, based on their full annual water consumption.
Consumption-based accounts, including commercial and multi-family accounts:
Total Consumption = all water usage from May through April.
Annual Sewer Charge =
(Total Consumption x Consumption Charge) + (12 x Monthly Base Charge)
