All references to “HOA", are in reference to any entity, where we have reason to believe covers multiple owners on one or more meters. This includes, but is not limited to a Home Owner Association, condo association, business association, mobile home park, or a single family home on a joint meter.
Sewer Billing effective July 1st, 2020
Beginning July 1st, 2020, the City of El Cajon began invoicing most customers for sewer service on the property tax bill sent by the County of San Diego.
Single Annual Invoice
For the initial transition, there was not sufficient data available to appropriately split the sewer charges per individual condo owner within most properties. Therefore, instead of putting sewer billing on the tax roll for the initial year(s) a majority of all HOA’s, mobile home parks, and condominiums received a single annual invoice. Generally, this invoice is generated and mailed each September, with 2 pay-by dates of November and April, paralleling the due dates set by the County property tax bill.
For those HOAs that ARE NOT able to have sewer charges divided evenly and added to individual property owners’ tax bills, a separate invoice will be mailed in September listing the amount due from the HOA, with 2 pay-by dates for the for the 12-month billing period from July 1st to June 30th.
For those HOAs that ARE able to have sewer charges divided evenly and added to individual property owners’ tax bills, notifications have been mailed to the HOA and all affected property owners listing the individual charge that will be assessed to each property owner’s tax bill for the 12-month billing period from July 1st to June 30th each year.
The City continues to need updated HOA account information, including HOA contact information, whether or not individual dwelling units are separately metered for water, the number of units, and each unit’s size. To this end, the City requests that each HOA that hasn’t done so, complete the questionnaire below. This form will assist with faster communication from HOA customers to the City, from the City to customers, and will allow the City to decide the most appropriate billing method for future invoices.

Be advised, this is not a new bill, it is a new way of paying the same bill. Total charges will be divided equally between the first and second installment of property taxes.
