Specific funding sources are utilized based on the opportunities and constraints of each project or program. The following is a summary of the major sources of funding that are used to carry out housing and community development activities within El Cajon.

The City of El Cajon is an entitlement jurisdiction, which means the City receives a CDBG and HOME allocation annually to assist with housing and community development activities.

Fair HousingAs part of their CDBG program, the City of El Cajon must affirmatively further fair housing and promote equal access to housing. Please visit the City's Fair Housing Page for more information about Fair Housing issues, rights, education, and services available.
Section 3The City also must make a good faith effort to ensure that employment, training, and contracting opportunities for lower-income residents are available for certain types of CDBG and HOME funded projects.

HOME Investment Partnerships Program (HOME)HOME Investment Partnerships Program (HOME) funds are also allocated each year to the City on a formula basis, but are restricted to affordable housing opportunities. The City periodically issues a Request for Proposals (RFP) to names on the distribution list. The anticipated activities of both of these programs are first compiled in a One Year Action Plan for the upcoming fiscal year (July - June). After the completion of the fiscal year, a Consolidated Annual Performance and Evaluation Report (CAPER) is compiled. Both reports are subject to public review prior to submittal to the U.S. Dept. of Housing and Urban Development.

Permanent Local Housing Allocation (PLHA) funding is made possible through Senate Bill (SB) 2 Chapter 364, Statutes of 2017. The intent of the bill is to provide a permanent, on-going source of funding to Local governments for housing-related projects and programs that assist in addressing the unmet housing and homelessness needs of their local communities. The City Council approved the initial PLHA Five-Year Plan on October 25, 2022 via Resolution Number 105-22. The City earmarked a portion of these funds for homeless services and the remaining for an ADU Loan Program.
