• Photograph of Honoree:
  A high-resolution (minimum 300 dpi) digital photo is required. Photo must be official military portraits or images in uniform.
• Proof of Local Residency or 501(c)(19) Membership:
  A document confirming that the honoree or a direct family member resides in the City of El Cajon (e.g., a utility bill or driver’s license dated within 60 days of application submission); or has active membership in a 501(c)(19) organization based in the City of El Cajon.
• Military Service Verification:
  One of the following is required:
• DD214 form indicating honorable discharge, with social security number covered or redacted.
• Other official documentation confirming veteran status
• Hero Details:
• Full Name
• Military Rank
• Branch of Service
• Service Dates
• Applicant Declarations:
• Relationship to the honoree
• Certification that the honoree has no violent felony convictions (as defined by state law or equivalent statutes)
• Any other documentation that may be requested by the City Manager or authorized staff

1. Submit the completed application and all supporting documents.
• Required documents for signature:
• Program Terms & Conditions, which include:
• Release and Indemnification Agreement
• Consent Form (if honoree is living and capable of consent)
2. City staff will evaluate submissions for eligibility.
• Upon preliminary approval, applicants will receive a confirmation email along with a link to submit the $200 program fee and optional Veterans Memorial Fund donation

Once all required materials and payments are received within the specified timeframe, final approval will be granted, and banner production will begin. Applications missing required elements will be placed on hold until completed.

Applicants will be notified which banner cycle their honoree is assigned to and when their profile will be featured on the City’s website.

The program runs on a 12-month display cycle. Upon conclusion of the cycle, the banner may be retired and offered to the applicant or honoree as a keepsake. If not claimed, the City of El Cajon reserves the right to retain or recycle it.
